Flood Protection Assistance

Your community can receive credits for providing one-on-one assistance to community members seeking specific information about flood protection.

362.a
Property protection advice (PPA)

Does your community provide property protection advice to inquirers?

Level of effort = moderate

Overview

In addition to the high-volume projects outlined in other 300 activities, the CRS encourages and incentivizes one-on-one interaction between communities and homeowners as an effective channel for communicating flood information. This element awards credits to your community for providing one-on-one advice to homeowners regarding flood protection. Advice should include specific recommendations and cover existing or new buildings. Credit is not awarded for enforcement activities regularly conducted by the building department, or for responding to drainage system issues.

To receive credits for this element your community must:

  • Identify and appoint at least one person to provide flood advice (depending on the specifics of your community, this does not have to be local staff). This person should have a broad understanding of potential nonstructural as well as structural mitigation measures.
  • Provide the advice one-on-one, in person or over the phone
  • Publicize the service annually through:

    • A notice to the whole community;
    • A notice to all properties in the Special Flood Hazard Area (SFHA); or
    • An outreach project in the Program for Public Information (PPI)
  • Keep a record of all advice given

Additional credit is available if the service is described in the Program for Public Information (PPI).

Considerations

Many communities already provide the services outlined in this element and only need to add advice tracking/logging to obtain credits.

Documentation

To document this element you must provide at verification visits:

  • If a local staff person is not providing this service, a letter outlining the service agreement
  • The resume of the person providing advice
  • Documentation of how the advice is publicized
  • Records of the service such as reports, emails, work orders, etc., including:

    • Date of conversation/exchange
    • Details of the findings
  • Recommendations provided

For annual recertification:

  • Documentation of how the advice is publicized
  • 3 written reports or other materials documenting the service
  • The annual Program for Public Information (PPI) evaluation report if this element is included in the Program for Public Information (PPI)

Credit Calculation

Max: 40

If there is no Program for Public Information (PPI), your can receive a maximum of 25 credits for this element. If your community has a Program for Public Information (PPI) an additional 15 credits can be awarded. There is no impact adjustment for this element.

362.b
Protection advice provided after a site visit (PPV)

You can receive credits for visiting property owners on-site to discuss flood-related hazards.

Level of effort = moderate

Overview

This element builds on 362.a Property protection advice (PPA) to include site visits. If your community is already providing flood protection information, additional credits can be awarded for conducting site visits to review existing conditions and provide on-site advice. The site visit must include information on flood hazard protection. The site visit service must also be advertised to the public (you can do this through your website, brochures, mailings, etc...).

Considerations

Element 362.a Property protection advice (PPA) is a prerequisite for this element.

Documentation

Your community is required to provide the same documentation required by element 362.a as well as records of site visits.

For annual recertification you are required to provide:

  • A copy of the notice advertising the site visit service
  • 3 written reports documenting site visits
  • The annual Program for Public Information (PPI) evaluation report if this element is included in the Program for Public Information (PPI)

Credit Calculation

Max: 45

If there is no Program for Public Information (PPI), you can receive a maximum of 30 credits for this element. If your community has a Program for Public Information (PPI) an additional 15 credits can be awarded. There is no impact adjustment for this element.

362.c
Financial assistance advice (FAA)

Specific financial advice on how to implement flood protection measures could encourage property owners to engage in mitigation projects.

Level of effort = moderate

Overview

This element involves providing one-on-one financial assistance advice to homeowners in order to protect properties from flooding.

To receive credits you must:

  • Identify a person to provide financial advice (this does not have to be a person on staff)
  • Publicize the service annually through:

    • A notice to the whole community;
    • A notice to all properties in the Special Flood Hazard Area (SFHA); or
    • An outreach project in the Program for Public Information (PPI)
  • Provide information on the financial services available
  • Give one-on-one advice, in person or over the phone
  • Maintain records of the advice given

Additional credit is available for this element if the service is described in the Program for Public Information (PPI).

Considerations

362.a Property protection advice (PPA) is not a prerequisite but you should use the same publishing method for this element as you use for PPA.

362.d
Advisor training (TNG)

Continued education can go a long way in preparing your staff members for roles that involve flood advising.

Level of effort = high

Overview

For this element, you can receive credits for sending staff members to FEMA training classes. Staff members serving as advisors for elements 362.a, 362.b, and 362.c are eligible for this training, which is provided by the Emergency Management Institute (EMI).

Considerations

Either element 362.a Property protection advice (PPA) or 362.c Financial assistance advice (FAA) must be completed for credit to be awarded for this element. Trainings outside of EMI may be submitted for credit under 362.d.

Documentation

For this element, a copy of the certificate of course attendance should be submitted as documentation.

Credit Calculation

Max: 10

Your community can receive 4 credits for a 4 day course, 3 credits for a 3 day course, and 1 credit for each person who gives advice. There is no impact adjustment for this element.
