Construction Certificate Management Procedures

The community must maintain Construction Certificates for all buildings constructed or substantially improved in the Special Flood Hazard Area (SFHA).

Construction Certificate Management Procedures (CCMP)

All communities are required to have a complete Construction Certificate Management Procedures (CCMP) to continue participation in the Community Rating System (CRS) Class 9.

Overview

For this element, communities are required to maintain written procedures for the collection, review, correction, maintenance, and public accessibility of the required construction certificates for all buildings built or substantially improved in the Special Flood Hazard Area (SFHA).

You can receive credit under 352.c Flood Protection Website (WEB) for making your Construction Certificate Management Procedures (CCMP) available on your Flood Information Website.

Consideration

The total Construction Certificate Management Procedures (CCMP) will be comprised of a specific set of written procedures, updated as required, and will need to be provided at each verification visit. The following details must be included to be considered for credit:

  • A description of what types of construction certificates are required by the community.
  • A description of when the construction certificates are required by the community.
  • A description of what department or office collects the required certificates and at what point this is done during the permitting process.
  • A description of what department or office reviews the required certificates and at what point this is done during the permitting process.
  • A description of how the certificates are corrected. The written procedures must give details on who specifically works with the certifier and how the process works.
  • A description of how and where the certificates are maintained by the community.
  • A description of how the certificates are made available to inquirers.
  • A description of other certificates required by the community.

Documentation

For Community Rating System (CRS) purposes, the term "construction certificates" refers to all of the following:

  • Copies of all Elevation Certificates (ECs)
  • FEMA’s Floodproofing Certificate for Non-Residential Structures
  • V Zone Design Certificate for buildings in coastal, high-hazard areas
  • FEMA’s Residential Basement Floodproofing Certificate, if applicable
  • Engineered Opening Certification attached to the Elevation Certificate (EC), if applicable
  • Other permits and certifications that are required by the community

Credit Calculation

Max: 38

The maximum credit will be based on having a complete Construction Certificate Management Procedures (CCMP) in place . There is no credit awarded if the written procedures do not include all of the required details.

Maintaining Elevation Certificates for post-FIRM buildings (ECPO)

This element is almost exactly the same as 312.a, but applies specifically to post-FIRM buildings.

This element is almost exactly the same as 312.a, but applies specifically to pre-FIRM buildings.
